I obtained this tool from the shelf of an electrical supply house  but due to improper storage there is a considerable amount of surface rusting on the outside of the tool, but none on the inside of the die or cutting surface. Making it difficult to determine if the tool is new and just covered in shelf wear or used. So I am listing it as a used tool
